Cooperative Threat Reduction Integrating Contracts
(CTRIC)
In December 1991
Congress established a farsighted program to assist the nations of the
former Soviet Union (FSU) in eliminating or reducing their stockpiles of
nuclear weapons, and in reducing the threat of proliferation of their
arsenals of nuclear, chemical weapons and biological weapons materials and
related expertise and knowledge. The Department of Defense (DoD) was
designated as the Executive Agent for what became the Cooperative Threat
Reduction (CTR) Program.
After a rigorous
source selection process, DoD's CTR Program Office has entered into
Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts with five prime
contractors who, with their teams of supporting sub-contractors, will
perform the majority of future CTR effort in the FSU. These five contracts,
collectively known as CTRIC, provide DoD with a responsive and rapid means
of accomplishing the goals of the CTR Program through completion of the
following tasks:
- Elimination of
solid/liquid-fueled rockets and air-breathing weapons, bombers,
submarines, and other platforms,
- Disposal of the residual
products and by-products of such systems,
- Elimination of weapons of
mass destruction (WMD) support infrastructure and production
facilities to include chemical and biological capabilities,
- Storage and accounting
for sensitive items of these systems and their warheads which are to
be retained,
- Non-proliferation of WMD
expertise and sponsorship of collaborative efforts between WMD
development experts and their respective laboratory and research
facilities, and
- Design, estimate,
construct, and demolish horizontal (e.g., trenching, roads and
railroads) and vertical (e.g., buildings, bunkers, and towers) tasks
identified in applicable task orders.
The CTR Program Office of the Defense Threat Reduction Agency works in
partnership with the five integrating contractors shown on this page to
accomplish these tasks. Additional information is available from the five
